Abstract


                cancellation of departures carried out by the government is one of the best ways for mutual safety, the government must make political and legislative policies according to the priority scale. If in a problem there are two contradictory things, on the one hand it is beneficial but on the other it causes danger, then the principle of avoiding harm must be prioritized. In this case, Absence of Departure for Hajj is the right decision and policy when there is a problem with the current Covid-19 Pandemic. Because the spread of this virus has spread to almost all over the world, including Saudi Arabia which is the organizer of the Hajj. And this virus has not yet found the right drug to reduce the spread of Covid-19. Therefore, the harm is greater than the benefit we get. Such as the Decree of the Minister of Religion of the Republic of Indonesia number 660 of 2021 regarding the cancellation of the departure of Hajj pilgrims in 1442 H/2021 AD That performing the Hajj is obligatory for Muslims who are economically and physically capable and guarantees the health, safety and security of the Hajj pilgrims while they are at embarkation. or debarkation, on the way, and in Saudi Arabia. that the health, safety and security of the Hajj pilgrims are threatened by the Corona Virus Disease 2019 (Covid 19) pandemic and its new variant which has hit almost all countries in the world, including Indonesia and Saudi Arabia. The government is responsible for safeguarding and protecting Indonesian citizens both at home and abroad through efforts to overcome the Covid 19 pandemic. And everything is done for the common good.
